The material in this chapter offers an understanding of what transmigration is and discusses its implementation in Indonesia, beginning with the definition of transmigration and describing the several locations included in the transmigration programme in Indonesia. In short, Chapter I consists of three main ideas. First, the understanding and definition of transmigration is provided, followed by population data from the islands of Java and Bali describing how population represents a trigger factor for the transmigration programmes, which move people from populated to less populated islands within the Indonesian archipelago. Finally, the chapter offers a short explanation of how the Soeharto regime installed transmigration as part of the political agenda.
